Rear License Plate Lights Question

My recently purchased ‘66 has license plate lights, but the housing doesn’t have holes in it for the lights. It looks like ‘66 and ‘67 were the same, and both have holes for the lamps. What is on my car??

The headlights on/off still work off the stock switch, the actuators work off a 3 way switch on(up) off on(down).

It's originally a SW US car. The headlight assemblies have been converted to electric also.
