hood hinge issue

So my gf inherited a 66. We have had an issue with the battery getting drained over night but that will be addressed later. As she had to keep popping the hood something weakend and the drivers side rear most hinge bolt actually came out of the chassis/body and the bracket is bent. How can we fix this? Looks like welding a nut is in order? Thoughts?

Were the hinges rusty or binding?
