What are these bolts for?

This is probably not the place to complain about it, but I posted the best picture I could which is lousy resolution. This website needs to be able to take higher resolution (larger size) pictures. I compressed the picture down to 264 kb, but the limit was 256, so the next notch down is 40 something.

Point here is that those are not on my car either. Those bolts in the floor of bluecab's car are something added by others later on.
