1969 toronado gravel guards

We are working on a 1969 toronado and as far as we can tell the gravel guards behind the front grilles are not available. Ours have a lot of cracks in them and we would like to see if anyone knows what type of plastic was used to make them, so we can either get an epoxy or possibly a plastic welder to fix them. It seems to use either one of those we have to know what kind of plastic they are.

I have a set, there are a total of 3 pieces. I'm trying to make reproductions. It seems every car is missing some or all of these. The Rubber air dam connects (was stapled) to the large center piece. The right and left corners are different.

The ones that we are trying to repair or replace are around the opening in the bumper where the headlight doors are. We have an old parts list and they call them gravel guards. We are also trying to find out what type of plastic they were made out of so we might be able to repair and I wrote to GM but no one has responded. Thanks for your help.
