ac vent door

hello everyone I'm doing some vacuum work under the dash of my 66 toro
so I decide replace all the vacuum hoses for my hvac because there seamed to be a leak once i pulled the dash off i noticed some of the vacuum lines barley holding on
then i tested all the doors with a vacuum pump
they all worked except the ac vent door near the bottom of the passenger side
i remove the actuator cleaned and bench tested and it's funny on the bench it works so i cleaned the hinge and oiled it
put actuator back with out spring and now its better not perfect but better but once i put the spring back it doesnt pull it open
my question is could it be that i need a new actuator or is something wrong with the door ?
