69 toro head lights

The vacuum for the headlight covers where not hooked up when I got my car. So today I took my brake bleeder the pulls about 20 psi vacuum to test everything out. The vacuum canister the actually pulls and pushes the lids is working fine. When I pull the switch it will activate it so the lids go up but when I shut it off it will not pull the covers back down. Does anyone know how to test it to see if it is a bad switch or if the little vacuum switch that is mounted under the fender is bad? Could you take them apart and clean them? Any help would be appreciated.

How about the vacuum diaphragm that unlocks the main shaft of the canister? Is it getting vacuum? Does it hold vacuum?

If the shaft isn't unlocked, the headlights can't retract.

I got them working know. The vacuum switch under the fender was stuck. I sprayed a little wd-40 on it and it seems to be working now. I am going to try to remember to turn the headlight on for a little bit each time I drive it to hopefully keep it from sticking in the future. The car hadn't been driven for over ten years.

It is a good idea to "exercise" the lights every time you drive
